Functional Responsibility
|
Position Description/Tasks to be Performed:
Develop and document business requirements for future
software development project.
-
Work closely with FDA GS-14s and above to develop specific
software requirements from their description of their business processes
-
Develop and/or recommend changes to existing processes
that will make them more easily supported by automation
-
Facilitate dialogue between FDA staff to build consensus
when perceived requirements are in conflict or are mutually exclusive
-
Interact with FDA technical staff and its contractors
to ensure business requirements are can be implemented within existing budgetary
constraints and the overall strategic plan for OIT systems.

Document results of ongoing dialoguse and finalize in
a functional requirements work product
-
With the support of appropriate technical staff prepare
a concept of operations.

Participate in meetings as directed:
prepare agenda; keep minutes or notes, issues and action items; prepare and distribute
related documentation

Prepare materials
to support acquisition of a software contractor (SOW, etc.)
Skills Required/Essential to perform the work:

Experience working in a client/contractor environment
-
Experience developing and documenting business/functional
requirements
-
Experience developing and documenting software requirements
-
Excellent verbal and written communication skills
-
Ability to work independently and to self-direct
-
Flexibility and sensitivity to management issues and needs
Additional Desired Skills/Pluses:
-
Ability to perform basic IT support functions (i.e. develop
and use simple databases, etc.)
-
Experience working in a non-military, Government IT environment
-
Knowledge of FDA mission and organization
-
Prior experience providing direct support of Government
clients.

requirements from:

Diverse and often divergent viewpoints of FDA staff

Independent research into FDA mission, activities, etc.

Analysis of related requirements in related legacy systems

Prior knowledge of similar environments and the type of
activities performed therein

Prior knowledge of how current technologies can support
these requirements
